Minimum Energy Efficiency Standards for the Rented Sector
What are MEES Regulations?
The government’s Minimum Energy Efficiency Standard (MEES) regulations tackle the energy efficiency of domestic private rented properties. They require that, by law, all private rented properties need to meet a minimum level of energy efficiency, and have to obtain an Energy Performance Certificate (EPC) rating of E or above.
The legislation was brought about in 2016, to encourage landlords to improve the energy efficiency of their properties. If the EPC rating is either F or G then a landlord cannot rent out the property until the rating is improved to E or above. The government has also proposed that this is raised to an EPC rating of C for new tenancies by 2025 and for all tenancies by 2028, however this has yet to be confirmed.
If a local authority believes a landlord has failed to comply with MEES Regulations, they can serve the landlord with a compliance notice and can issue financial penalties of up to £5,000 for not meeting the minimum standards.
MEES Advice for Landlords
If you are a landlord and your rental property currently has an EPC rating of F or G, then you cannot let out your property. You will be required to carry out any energy efficiency improvements in order to raise the property’s EPC rating to E or above.

There are many ways to make a property more energy efficient, including upgrading windows and doors to double glazing, insulating walls, adding loft insulation, upgrading an old boiler to a new energy-efficient model, installing a secondary heating source such as a wood burning stove, sealing open chimneys or installing renewable energy sources such as solar panels.
